To limit mass tourism, the autonomous province of Bolzano has set a limit on the number of beds in each municipality: a total of 34 million overnight stays will be permitted per year. The new rules were approved at the conclusion of a lengthy debate on the province's development and economic opportunities. "For the future, we have chosen to focus on quality rather than quantity," says Arnold Schuler, Provincial Councillor for Tourism. The threshold of 34 million overnight stays corresponds to the level reached in South Tyrol in 2019, prior to the pandemic-related restrictions. Starting with that threshold, the rules have been studied and are based on a strict control of all tourist facilities' beds. By the end of June, hotels, B&Bs, and campgrounds must inform municipalities of the number of available beds based on the number of places declared in 2019 or the number of extensions for which authorization has been requested. At that point, each municipality will have a fixed share of beds from which the total annual overnight stays of 34 million will be calculated. Anyone wishing to open a hotel or bed and breakfast must obtain permission from the municipality, which will not be able to grant new permits if there are no available spaces. When a hotel or a bed and breakfast closes, the beds become available to municipalities, which can assign them to tourist entrepreneurs who have requested them.
