A national platform for waiting lists is "fundamental because there was no monitoring by performance or region until now". A health care control body established at the Ministry of Health is responsible for "the management of waiting lists and plans, as well as the oversight of care; the implementation of the Cup in collaboration with the accredited private sector". The spending ceiling will be abolished in 2025, and hours will be extended: "We will ensure that diagnostic and specialist visits are available on Saturdays and Sundays. This necessitates the recruitment of health workers and, as a result, "the reduction of expenditure ceilings". Orazio Schillaci, Minister of Health, said this at a press conference following the Council of Ministers meeting on health waiting lists. "It is no longer acceptable that in many realities there are closed lists, they must always remain open, the single professional must not do more services in intramoenia than public services: from sample monitoring it dramatically results that there are 9 services in the public and 90 in intramoenia". The bill and the decree that were passed this morning establish a single regional or infra-regional CUP that "includes all available services of the public and private contracted and the nullity of the contract with the accredited private that does not include the services in the public CUP". And then, Schillaci explains, "we will make sure that there are diagnostic and specialist visits on Saturdays and Sundays, by overcoming the spending ceiling for the recruitment of health personnel: in 2024, the ceiling will rise from 10 to 15% for the regions that request it, and in 2025, the spending ceiling will be revoked, with the State-Regions conference defining what the needs of each department are". "There is a 15% tax on additional hours regardless of income received" for employees who work extra hours.
