Francis has now established a project that is taking shape by communicating it in the form of a motu proprio, a form of apostolic letter, titled "Brother Sun". The objective is to achieve energy independence for the entire state by constructing a "agrivoltaic plant" in the extraterritorial area of Santa Maria di Galeria, where the transmitting center is situated. This system integrates the production of renewable electricity with the requirements of the agricultural land beneath it. In the motu proprio, the Pope entrusts the project's execution to the Presidents of the Governorate and APSA, granting them "full capacity to carry out the necessary acts of ordinary and extraordinary administration".
