There should be "greater frequency of controls, not limited to relevant positions but characterized by more extensive action, necessary to counter the widespread evasion that still characterizes the Italian situation". Guido Carlino, President of the Court of Auditors, stated this in his introduction to the Report on the General State Account for 2023. In addition, Carlino states that "the current priority lies in making the best quality in the composition of revenues and expenditures compatible with the gradual reduction of the deficit, as part of a multi-year plan that encourages the constant and lasting adjustment of public accounts and places the debt-to-GDP ratio in a steadily declining direction, combining fiscal shrewdness and more sustained rates of economic and social improvement" .The new architecture," Carlino points out, "will require prudent weighting, aimed at strengthening the surveillance of sensitive indicators with diversified, gradually more selective measures that guarantee favorable impacts for households and businesses, as well as positive effects on accounts and service quality. This, with the assistance of the autonomy system, will be redesigned in accordance with constitutional prerogatives and the protection of incompressible rights".
