According to the Governance Poll 2024, the annual survey on the appreciation of first citizens, Michele Guerra, 42, is Italy's most popular mayor. He succeeded Federico Pizzarotti, former mayor of Parma, for whom he served as councilor for culture and youth policies from 2017 to 2022. Far from the national news, unlike his predecessor, Guerra closes the 2024 edition in first place, with 63% of citizens saying they would vote for him if elections were held today. On the second step of the podium is Gaetano Manfredi, who is about to enter his third year as mayor of Naples and has already managed to lift the city out of the bottom rungs it has frequently occupied in previous years. Manfredi's rise to second place is a 5.5% increase over last year's consensus, with an important but generally moderate jump compared to the +11% that propels Michele de Pascale, mayor of Ravenna and president of the Union of Provinces and now candidate for the leadership of Emilia-Romagna, to third place. Alessandro Canelli, mayor of Novara (13th last year), and Mario Conte, president of Anci Veneto (mayor of Treviso), are in fourth place. They are followed by Mattia Palazzi (Mantua), Matilde Celentano (Latina), Claudio Scajola (Imperia), Giuseppe Cassì (Ragusa), and Luigi Brugnaro (Venice).
