The government intends to redefine maritime "borders" by establishing a new "contiguous zone" outside the line that defines territorial waters. The goal is to increase monitoring against those who violate customs, tax laws, health restrictions, or illegal immigration on the high seas. Palazzo Chigi also intends to increase the value of the sea by promoting commercial navigation, underwater tourism (through the establishment of designated areas), and yachting. It is seized by a bill that improves the maritime economy and ensures the safety of the waters surrounding the country. In terms of the new boundaries, they are not permitted to exceed 24 nautical miles, commencing from the baseline (i.e., the coastline at low tide). All within the framework of the UN Montego Bay Convention on the Law of the Sea, which was signed on December 10, 1982. However, in cases where the zone overlaps with the maritime spaces of a neighboring state, bilateral agreements will be established between Rome and the government of the "neighboring" country to establish the "limits" of the new contiguous area in order to avoid compromising the agreement.
