The government of Giorgia Meloni intends to establish an encrypted messaging system that is exclusively intended for the Prime Minister and its ministries, but which can also be made accessible to the Republic's Presidency. This is to keep confidential information from slipping into the wrong hands. Alessio Butti, Undersecretary for Innovation, is holding preliminary discussions with the agencies for digitalization (Agid) and national cybersecurity (ACN), which are led by Mario Nobile and Bruno Frattasi, respectively. The discussions focus on the priority features of this new system, envisioned as a sort of "State WhatsApp". It will undoubtedly need to use end-to-end technologies. This is a technique of communication in which messages transferred between two or more users are encrypted on both the source and destination devices. During the transfer, the communication is inaccessible to third parties, including service providers, hackers, or "actors" associated to foreign governments, and only the recipient's device possesses the key required to decrypt and read it. In addition to the government and ministers, it is proposed that it be extended to senior ministerial managers.
