Italian magistrates will soon be evaluated under a new system that includes report cards for judges and prosecutors. They will be evaluated on their work ethic, dedication, commitment, and even their ability to arrange their workload, based on criteria developed by the Supreme Council of the Judiciary under new legislation. The judgment approach combines quantitative and qualitative statistical characteristics. A "serious anomaly" occurs when the rate of annulment or simple reform of verdicts exceeds two-thirds. Independence, impartiality, and balance are considered "essential conditions" for a positive evaluation of professionalism. Balance, in particular, entails performing functions "with a sense of proportion and moderation", unaffected by "ideological, political, and religious orientations", and "anchored in concrete, objective, and verified facts". Evaluations can be “positive", “deficient", or “gravely deficient": a judge is only eligible for a career in the first case.
