One hundred and thirty-one small municipalities, scattered over eight thousand square kilometers between Marche, Umbria, Abruzzo and Lazio, offer a new perspective for the future. They do not promise remission of sins, but remission of income does: a flat tax at 7% for ten years dedicated to foreign pensioners, particularly Italian emigrants, who choose to move to or return to live in Italy. The measure, which aims to warm up the demographic winter and counter the drain of residents accentuated by the 2016 earthquake, is accompanied by an international campaign. "It's Time to Leave. For home", reads a brochure showing a smiling grandmother at the airport, trolley in one hand and granddaughter in the other. Supporting the initiative are Guido Castelli, extraordinary commissioner for reconstruction, and the Foreign Ministry, which will promote the project around the world. The goal is to attract those who want to live in places where quality of life and tax affordability meet, turning the earthquake crater into an opportunity.
