According to the Guarantor of Inmates, there would be about 19 thousand people who could leave Italian prisons by opting for alternative measures, but bureaucratic obstacles and lack of resources slow down the process. "According to our analysis," explains Irma Conti, member of the College of the Guarantor of Inmates, "most of the people who took their own lives in prison were perpetrators of family abuse crimes and a good percentage were awaiting trial. No direct evidence emerges on the link between suicides and overcrowding, but we do know that 19,000 inmates with remaining sentences of up to three years could benefit from alternative measures, as provided for in the legislation". Hindering this path are mainly bureaucracy, scarcity of resources, and lack of adequate computerization in the probation courts. "Without concrete action on these problems, the system will continue to remain inefficient," Conti concludes.
