Rules on sex in prison have arrived. They will be granted in the same number as monthly visits and will run no more than two hours each. Only spouses, civil union partners, or stable cohabitants will be eligible: the assessment, delegated to the prison Director, will be automatic for those who have already been allowed for in-person or phone visits. The Ministry of Justice will be responsible for identifying prisons equipped with suitable facilities and for adopting the necessary organizational measures to ensure the exercise of the right to intimacy—even in institutions within the region other than the one where the inmate is held. The room, which is furnished with a bed and adjoining toilets but cannot be closed from the inside, will be monitored only from the outside by prison officers. Around 17,000 inmates are interested. People who have been convicted of significant mafia offenses or who distribute drugs in jail are excluded from participating.
