The government has issued a decree introducing 13 new criminal offenses. The measure establishes the crime of insurrection inside a jail, which will apply to anyone who promotes, organizes, directs, or participates in a revolt involving three or more individuals. Those who commit violent acts or make threats, as well as those who quietly oppose, shall face punishment. The same rules will apply in the immigrant centers. The decree introduces a new offense for individuals who unlawfully occupy an uninhabited property, punishable by up to seven years in prison. The measure subsequently introduces the crime of aggravated fraud against the elderly, which is punishable by a fine of up to three thousand euros and a prison sentence of two to six years. The Meloni government then proposed adding a new offense in the Penal Code: those who obtain or possess material with instructions to prepare or use explosives, firearms, or chemical and bacteriological substances for "terrorist purposes" would face prison sentences ranging from two to six years. Those who spread or advertise this content using any methods, including telematics, face imprisonment for six months to four years. The order tightens the penalties for causing damage during a demonstration. Those who deface public buildings with paint during demonstrations will face up to three years in prison and a €12,000 fine in cases of repeat offenses.
